I took 30 or more damage on a turn when Dual-wielding was set.
Can its "At the end of the turn, both players recover 10 HP" effect be used?

No, it can't.
It says "immediately", so it's put in the abyss between taking the damage and resolving the end of the turn, and its effect can't be used.

With Dual-wielding set, I took 20 damage and my HP became 0. Can Dual-wielding's effect then recover 10 HP?

No, it can't.
The game ends the moment either player's HP becomes 0, and the player with HP left at that moment wins. Once HP becomes 0, no more card effects are resolved, so Dual-wielding's effect isn't resolved.
