set, I took 20 damage and my HP became 0. Can Dual-wielding's effect then recover 10 HP?

No, it can't.
The game ends the moment either player's HP becomes 0, and the player with HP left at that moment wins. Once HP becomes 0, no more card effects are resolved, so Dual-wielding's effect isn't resolved.
