If Miserable liberation's effect deals 50 damage to my opponent at the end of the turn, who wins the turn?

It's a draw.
Who wins a battle depends on comparing attack, so HP going up or down at the end of the turn doesn't affect it.

If both can take effect, do their effects stack?

Yes, both cards' effects stack.
