What does Preparing for opening's "★+1 for each darkness card in the abyss" mean?

On top of the SEND TO POWER built up in your power charger, you can count one more power for each darkness card in the abyss.
Example: with 3 darkness cards in the abyss, ★4 in your power charger and Preparing for opening set, you can use cards with a power cost of up to ★7.

Can Preparing for opening's effect take effect?

No, it can't.
Preparing for opening's effect doesn't take effect unless its power cost of ★3 has built up in your power charger.
