② If my KIRA-MAID GO! is resolved first and puts my opponent's SEND TO POWER ★★ card back in their deck, can my opponent no longer use their KIRA-MAID GO! or their other enchant card?

① After the Chronos is resolved, effects are resolved starting with the player whose side the medal on the Chronos is on.
② Yes. Your opponent's power charger becomes ★1 first, so unless other effects build up SEND TO POWER in their power charger, your opponent can't use their cards' effects.
