The Chronos is resolved before GAME CENTER TECHNO POOR's effect takes effect, so on the turn it's set, the Chronos moves forward by each newly set card's printed clock.
On a turn you set a new area enchant card while GAME CENTER TECHNO POOR is already out, the Chronos is resolved with GAME CENTER TECHNO POOR's effect, then the area enchant cards are swapped, and then the newly set area enchant card's effect is resolved at the effects step.
